Supporting transformational change is a strategic priority of the Global Environment Facility (GEF), as cited in its 2020 vision statement. In this context, transformational change can be understood as deep, systemic, and sustainable change with large-scale impact in an area of global environmental concern. The objective of this evaluation was to review GEF experience with a purposeful sample of operations that have generated transformational results and to identify the factors in the design, implementation, and context of these operations that have contributed to such results, and distill the lessons learned.
