The GEF report to the UNFCCC COP29 was submitted this week. A chapter based on GEF IEO evaluations, prepared by Senior Evaluation Officer Neeraj Negi with the assistance of Evaluation Analysts Mariana Calderon and Rasec Niembro, was included as part of this contribution. From July 2023 to June 2024, the GEF Independent Evaluation Office (IEO) evaluated GEF's climate change activities, focusing on Climate Information and Early Warning Systems (CIEWS), co-financing, and learning from project challenges. Key findings highlighted strong alignment of GEF projects with global and national climate strategies, significant improvements in climate information and early warnings, and substantial catalytic potential despite sustainability risks in LDCs. The evaluations emphasized the need for better integration of early action measures, enhanced community-level engagement, and innovative, technology-driven solutions for climate adaptation. Additionally, projects addressing climate change mitigation attracted higher co-financing, while capacity-building efforts faced more challenges. The evaluations also stressed the importance of realistic expectations, effective monitoring, and political support for successful project outcomes.
