Gabriel is a natural resources management professional focusing on climate change and watershed management. Currently he works at the World Bank Water Global Practice, ensuring climate change considerations are integrated into its projects. Gabriel spent almost four years at the Global Environmental Facility (GEF) where he led thematic evaluations of GEF interventions, including of GEF’s work in artisanal and small-scale gold mining, climate adaptation and resilience and water security. He also has a keen interest in geospatial analysis of remote sensing, a method he integrated into his evaluations. He was also a climate change specialist for five years at Winrock International, focusing on climate change mitigation results based-payments programs in the agriculture, forestry and other land use sector and ecosystem services accounting using spatial analysis. He has a master’s degree in Watershed Hydrology from the University of Arizona where he used geospatial watershed models to assist rapid response to flood events. Before his master’s studies, Gabriel served as a Peace Corps volunteer living in a cloud forest in Honduras for two and a half years, where he first became passionate about the connections between people and their land.
Jessica Kyle is a Director at the ICF, a global consulting and technology services company. She is a development evaluation professional with nearly 20 years of experience specializing in climate finance and environment programs and programmatic modalities. She is an experienced manager of complex assignments and global teams, having led more than a dozen multi-country evaluations of programs and funds operating in least developed and emerging economy countries. Jessica has over a decade of experience working with dedicated climate funds, including the Global Environment Facility (GEF), Climate Investment Funds (CIF), and Green Climate Fund (GCF).
Michell is an Impact Evaluation Specialist at the IEU. Prior to the IEU, Michell worked on various impact evaluation projects in the fields of agriculture and health with the World Bank and the Asian Development Bank. Over the past nine years, she has primarily worked on designing and implementing household surveys and analyzing survey data for development projects. Michell holds a bachelor’s degree in International Relations/Economics from Wellesley College and Ph.D. in Development Policy from KDI School.
Stephen Porter is a Senior Evaluation Officer at the IEG, he is an experienced Monitoring, Evaluation and Learning practitioner with seventeen years of experience in improving performance in academia, multilaterals, government, and non-profits. He holds an MPhil in Public Policy from the University of Cape Town, a Doctorate focused onInternational Development Evaluation from University of East Anglia and has published nine peer reviews articles on evaluation.
