The session is focused on how transformational change is conceptualized and accounted for by evaluation organizations, and how evaluators and evaluation systems are capturing - and encouraging - transformational change. We will explore a selection of approaches and case studies to discuss the intersection of transformational change and meeting global development and environmental goals. We will also hear about lessons learned from the IDEAS, WB and IFAD Evaluation for Transformational Change Award. There will be time devoted to open discussion and Q&A, with a focus on pragmatic tools and strategies for integrating transformational change into evaluation practice.

Marvin Taylor-Dormond heads AIIB’s Complaints-resolution, Evaluation and Integrity Unit (CEIU) and reports directly to AIIB’s Board of Directors. He is responsible for leading the CEIU's: learning and evaluation function (evaluative assessments of AIIB’s ordinary and special operations); complaints-handling function (implementation of the Project-affected People’s Mechanism); complaints-handling mechanism regarding compliance with the Environmental and Social Policy; and anti-fraud and corruption function (anti-fraud and corruption work carried out in accordance with the Policy on Prohibited Practices). This includes investigating and handling complaints relating to Prohibited Practices.

Ada Ocampo is a sociologist with a Master’s degree in Development Planning and Management granted by the University of Wales, UK. Since 1990, she has worked for UNICEF, UNDP, UNFPA and IFAD in different countries of North and Latin America, Africa and Asia. During her career, she was involved in evaluation capacity development and networking. She has lectured at universities including Carleton (Ottawa – Canada), FLACSO (Santiago, Chile), Indian School of Business (Hyderabad, India) and BRAC (Dhaka, Bangladesh). She authored several articles and publications. She was one of the founders of the International Organization for Cooperation in Evaluation (IOCE) and of the Latin America Evaluation Network (ReLAC). Ada is the former co-chair of EVALSDGs and supported the Secretariat of the Global Parliamentarians Forum of Evaluation (GPFE). She is currently a free-lance consultant and President of IDEAS.

Mike is a Senior Sustainability Specialist with the CIF Evaluation and Learning (E&L) Initiative. He has worked at the intersection of sustainable development, learning and change for over 25 years. Mike is currently leading the CIF’s work on the Transformational Change Learning Partnership (TCLP) and contributes to work on just transitions and strategic program evaluations. In his previous roles in national environmental NGOs, co-lead of regional programs, and international consultancies, Mike has developed, conducted, and evaluated global and local programs on sustainable development. He holds a Masters in International Environmental Science from Lund University, and a Masters of Business Administration from Henley Business School.

Scott G. Chaplowe is an evaluation and strategy specialist with over 25 years’ experience working with civic, public, and private organizations seeking sustainable solutions for social and environmental challenges. Trained as a geographer, his work stresses complex systems analysis and organizational capacity development. Scott has authored publications, delivered professional development training, and actively participates in forums at the crossroads of evaluation, sustainable development, and transformational change. He is currently working with the Climate Investment Funds as well as the German Institute for Development Evaluation on strategy and guidance for the design and evaluation of transformational interventions. He also serves as a member of the Board of Trustees for the International Evaluation Academy, the American Evaluation Association's International Working Group, and EvalSDGs

Senior Evaluation Officer (Fragility, Conflict and Violence)

Stephan Wegner coordinates IEG’s Work Stream on Fragility, Conflict, and Violence (FCV). He is part of the Finance, Private Sector, and Infrastructure Unit of the Independent Evaluation Group (IEG) and specializes in evaluating private sector development support, including in fragile contexts. Stephan is currently leading IEG’s evaluation of IFC’s and MIGA’s Support for Private Investment in Fragile and Conflict-Affected Situations and has over the past few years led assessments related to IFC, MIGA, and/or FCV.

Evaluation-Expert and Political Scientist, PhD at London School of Economics and Political Science (LSE); Evaluation expert with more than 20 years experience in design and implementation of evaluations in the field of development cooperation; Sven Harten has lived and worked for 15 years in countries of the Global South, where he was mainly active as an evaluator and project manager, with M&E missions in more than 50 countries; Full-time employment as an employee at the World Bank, the European Commission, among others, as well as an independent consultant.
