The Independent Evaluation Office (IEO) of the Global Environment Facility (GEF) prepares the Management Action Record (MAR) to track implementation of Management’s action plans to address evaluation recommendations. MAR 2024 covers 20 evaluations, including 18 presented to the GEF Council, one to the Least Developed Countries Fund (LDCF) Council, and one to the Special Climate Change Fund (SCCF) Council. It reviews the quality of Management’s responses to 21 recommendations from eight evaluations presented to the GEF Council since November 2022 and evaluates progress in implementing 39 recommendations from 16 evaluations, including 14 presented to the GEF Council and one each to the LDCF and SCCF Councils.
MAR 2024 finds that Management responses clearly indicated agreement with evaluation recommendations. However, while most action plans addressed recommendations, some lacked concrete actions or timelines. The IEO’s ratings for progress in implementing the action plans were generally lower than those provided by Management’s self-assessment. The IEO rated implementation progress as high for 5 percent of action plans, substantial for 62 percent, and medium for 32 percent . Noticeable progress in implementation was observed in 41 percent of action plans from 2023 to 2024. Three action plans will graduate from the MAR, and 36 will be reassessed in 2025.
