Climate Adaptation Evaluations
Rasec is an Evaluation Specialist with over 10 years of experience in program evaluation, impact assessment, and results-based frameworks across multilateral organizations. At the GEF IEO, he co-leads evaluations of climate change adaptation, environmental trust funds and the Annual Evaluation Report for the LDCF and SCCF. He designs and deploys advanced mixed-methodologies, linking deep qualitative field insights, extensive quantitative portfolio analysis, and AI-enabled tools to measure the effectiveness of climate adaptation and environmental finance. His work informs strategic decision-making for the GEF Council and contributes to global environmental policy dialogues.
Prior to joining the GEF IEO, Rasec worked with the World Bank’s Independent Evaluation Group on thematic and country evaluations in infrastructure, climate change, and financial and digital inclusion, leading cases in Indonesia, Colombia, and Mexico. He also held evaluation and results measurement roles at the International Finance Corporation, the Inter-American Development Bank, the International Labour Organization, and the Organization of American States.
Rasec holds an MSc in Social Policy from the University of Pennsylvania, where he received the Wilson-Spigner Award for Social Policy Excellence, and a B.A. in Political Science from the Instituto Tecnológico Autónomo de México (ITAM).
