Rasec is a Social Development professional with 10 years of experience in program evaluation, project management, and results-based frameworks. In his prior position with the World Bank's Independent Evaluation Group, he worked on thematic and country evaluations within the Private Sector cluster at IEG in the areas of infrastructure, climate change, and financial inclusion, including leading the country cases of Brazil, Mexico, Colombia, and Indonesia. Previously, Rasec also worked for the International Finance Corporation (IFC), the International Labour Organization (ILO), and the Inter-American Development Bank (IDB) at the Office of Evaluation and Oversight. Rasec holds an MSc in Social Policy from the University of Pennsylvania and a B.A. in Political Science from the Instituto Tecnológico Autónomo de México (ITAM).
